Every metric is put on the same 0-to-100 scale and graded against its own green, yellow, and red thresholds, and the pillars are weighted into a single number that adds up exactly, an auditable average rather than a black box. Each department's score is read off the same model, tuned to its own profile.

It reads from the security tools the county already runs, identity, endpoint, monitoring, vulnerability, and staff training, and drills down five levels deep: county to pillar to department to user or device to the individual finding. Compliance runs across all of it as a lens rather than a pillar, so one switch reframes the whole dashboard and the same number means the right thing for each department under its own regulatory regime.
